Vietnam’s relations with Burma have been friendly though not especially close. It has provided ample diplomatic support in the international arena, namely on issues related to sanctions and punitive measures against the regime. Vietnam has expressed support for the 7 step road map to democracy and the good offices of the UN secretary general, emphasising stability as the main concern. Vietnam supports Myanmar’s regional and international integration. However in Oct 2009 Vietnamese president told Shwe Mann he hoped Myanmar would successfully organise the 2010 election, overcome difficulties and challenges to build a peaceful and prosperous state.

Pham congratulated Myanmar on its national reconciliation process and preparation for the upcoming general election on November 7, expressing hope that the election will be successful and Myanmar will complete its 7-step roadmap to democracy.
